Not so long ago we “discovered” a site showing several Soviet and
Russian flags at
www.geocities.com/Pentagon/Bunker/5153/banner.htm.
One of the things shown there is a souvenir flag (of the Airborne school,
or something similar) which included 2x light blue- 1x green ornamentation
beside the Russian flag. I suggested that there might be some connection
and that there might be such blue-green flag for paratroopers, either in
the modern Russia or in the SU.

I would hunt in the direction of a SpetsNaz unit. The big
shape at the bottom of the seal on the blue flag looks like the bat
used as the emblem of the GRU, and the GRU controls SpetsNaz. Just
a possibility.
